"This was discussed while hashing out the 2nd edition rules. Should or should not a defensive structure like a bunker give both the defender/attacker a bonus in CC? For a second there it was tried that both sides in a CC fight got the bonus. Basically I guess to simplify the rules more. I personally didn't care for this new take nor did I think players found special defensive structures confusing so I argued to keep the rules the same. Since flamethrowers were getting more new rules I seen an opportunity here to make something unique for them. I requested that they ignore all defense modifiers when attacking. In this way they make the perfect unit to use to clear out a bunker, trench etc because these structures add nothing to the DM of a unit when facing a flamethrower. When a flamethrower gets close its best to clear the heck out! I think this new rule gives the flamethrower a nice distinction vs other units. "
